  1. Cuci ikan, lumuri dengan air jeruk nipis. Kukus ikan selama 30 menit. Angkat, dinginkan. Cincang daging ikan sampai halus. Sisihkan.
  2. Haluskan kelapa parut dan ebi. Sisihkan.
  3. Panaskan minyak, tumis bumbu halus, daun jeruk, dan serai sampai harum.
  4. Masukkan daging ikan, santan panas, air asam, garam, gula pasir, dan gula merah.
  5. Masak dengan api kecil sambil diaduk sampai hampir kering.
  6. Tambahkan kelapa parut dan ebi sangrai, aduk sampai rata dan bahan kering. Angkat.
